It will go into gear if the engine is not running. would this be a clutch problem, if so,is there a way to adjust the clutch to correct the problem.

My grandpa and I have a 3020 and lately it has been running bad. when you shut it off it floods itself And the flost sticks and you have to hit the side of the carb to shut the float. The diagram from JD. shows a solenoid that shuts th gas off. ours does not have one. should it or not
Also It was just rebuilt by john deere twice
